The name Kowloon means nine dragons. The story goes that a boy emperor of the Sung Dynasty fleeing from a Mongol attack visited the area in the thirteenth century. At the time there were eight hills on the Kowloon peninsula and the Emperor named them the eight dragons. His staff pointed out that the Emperor himself was also a dragon and the nine dragons name stuck over the centuries.

When the British leased the New Territories in 1898 there was a legal loophole left open regarding a six hectare walled section of Kowloon. The walls were the remnants of a Chinese fort and according to the lease the area technically remained in China's hands. However, the area was totally inaccessible by the Chinese so basically the region was left legally ungoverned.
