The American Navy ended Japan's isolationalist policies (sakoku policy) early in the meiji period. After that Japan took on a lot of foreigners in its drive to moderization and millitarization.

Japan employed thousands of foreign experts during the meiji period in a variety of fields such as English teaching, engineering, science, and military advisors.
