1952 to 1954: up to 3 foreigners on the active roster

1955 to 1962: up to 3 in the entire organization

1963 to 1965: up to 3 including managers and coaches

1966 to 1980: only 2 in the organization (right wing japanese must have put some pressure on the league)

1981 to 1995: up to three 3 gaijin in the organization, 2 additional gaijin on the roster

1996 to 1997: No organizational limit but only 3 foreigners on the roster

1998 to 2005: No organizational limit, 4 foreigners on the active roster (additional restrictions on the number of pitchers vs. position players)

2006 to now (2008): No organizational limit, 4 gaijin on the active roster (additionally you can have one asian on the team ... what ever that means)

Strange rules to be sure. Needless to say these rules are controversial.

I found the answer to my question:

There can be any number of foreigners in the organization can sign. However, only 4 foreign players are allowed to be listed on the active roster (meaning they can play). There is also a max of 3 position players or 3 pitchers.

Strange rules huh.
