Is it true that Western fashion made major in roads in Japan during the Meiji period?

At first, wearing western clothes was restricted (early Meiji period). But the rules were gradually relaxed.

Firstly, language students studying foreign languages such as Dutch were allowed to wear western clothes.

Next, the military adapted western style uniforms.

Western fabrics, dyes and sewing machines soon made it easy to make western clothing in Japan. Eventually rules were relaxed and the common people could wear western clothes. However, adoption of the western style was very slow.
