Is it true that the Kyoto Protocol is non-binding for developing countries? If so, why?

Yes, its true. There are no requirements for developing countries except monitoring and reporting their emissions.

The reason is that if you are having trouble feeding your people then global warming is probably not your biggest priority.

This is changing and many developing countries are tackling global warming issues. (many are doing much more then the United States!) I believe that future agreements will be binding for developing countries.

This is one of the reasons the Kyoto protocol did not work.

When George Bush or other leaders made excuses not to comply with the Kyoto agreement they always use the fact that China, India and other major polluters are not bound by the agreement.
