If Air Do is a discount airline why are its prices exactly the same as the major Japanese airlines?

Air Do used to compete aggressively with the Majors but the Majors could easily lower their prices on the few routes that Air Do had.

So Air Do was losing lots of money and eventually entered into an agreement with ANA. Now there prices are about the same.
