It is a word to use women that have the hip hop look in Japan. They typically dress in the hiphop style and may have deeply tanned skin or even dreads.

It does not have derogatory meaning however the roots of the word are very derogatory. It comes from the Japanese for black and prostitute. So the origins of the word mean the girl is prostituting herself to black culture or something like that.
